Ousmane Samba Mamadou

General Manager of the West African Center for Banking Studies and Training (COFEB)

Dr. Ousmane Samba Mamadou holds a PhD in Economics and an accreditation to supervise research (HDR). He began his career in 1991 as a teacher and researcher and later as Head of the Department of Economics at the Faculty of Economic and Legal Sciences of the Abdou Moumouni University of Niamey, Niger, before joining the Central Bank of West African States (BCEAO) in 1996. 

Between 2004 and 2010, Dr. Samba Mamadou was seconded to the Government of Niger as Senior Economic Advisor to the Prime Minister (2004-2006), then as Minister of National Education of Niger (2006-2010).

On completing his stint with the Government of Niger, he returned to the Central Bank where he served as Director of Credit and Microfinance Institutions (2010-2012), Director of COFEB (2012-2014) and Director General of Financial Stability and Financial Inclusion (2014-2019).

Dr. Samba Mamadou has been the General Manager of COFEB since November 2019, following the institutional transformation of COFEB, which became a directorate general focusing on training and research.
