Seventh Edition of the BCEAO-ATTF Joint Training and Coaching Course for the Implementation of BALE II-III in WAEMU
From March to September 2024, COFEB organized the seventh edition of the training and coaching certification course on the implementation of Basel II-III in WAEMU. The program was jointly implemented with the Luxembourg’s Agence de Transfert de Technologie Financière (ATTF).
The course was divided into two parts. The first part comprised modular sessions focusing on banking risk management and prudential standards. At the end of the sessions, groups were set up and their work was guided using a coaching methodology. The second part of the course focused on the presentation of end-of-training reports before a panel of examiners. Credit institutions’ general managers, board members and management committee members were invited to take part. This part of the course also included a conference on a topical subject of interest to the banking profession.
For the seventh edition, the modular sessions took place online from March 11 to April 24, 2024. These sessions were jointly facilitated by Philippe Gérard, an expert from ATTF, and executives from the Financial Stability Department of the BCEAO.
The second phase was held at BCEAO Headquarters from September 24 to 26, 2024. It opened with a conference on September 24. The keynote address, entitled “Beyond Profits: Integrating Environmental, Social, and Governance (ESG) Criteria for a Sustainable Bank”, was delivered by Yves Deceuninck, a lecturer at the University of Lorraine and Polytechnique Nancy in France. The event was attended by numerous senior executives from credit institutions across the Union.
The opening ceremony was presided over by Ekoué Glokpor, Director General of Organization and Information Systems, and Acting General Manager of COFEB, on behalf of the Governor of the BCEAO. The event was also attended by Laure Huberty, Ambassador-designate of the Grand Duchy of Luxembourg, and Jill Wegner, Deputy Head of Mission.
