The seminar was held in Douala, Cameroon, from April 21-25, 2025, under the BCEAO/BEAC/BCC program to strengthen the capacities of economic and financial administrations, a joint initiative of the BCEAO, the BEAC, and the Central Bank of the Comoros (BCC).

The opening and closing ceremonies were presided over by Hamadou Abdoulaye, Director of Training and Development at the BEAC.

In his opening address, Dr. Abdoulaye highlighted the fact that the BCEAO/BEAC Project had become a BCEAO/BEAC/BCC Program, a change that allowed a broader range of topics to be addressed. Thus, in addition to macroeconomic management, the subject area was expanded to include public debt management and capital flow management.

Dr. Abdoulaye praised the results achieved by the program and urged its coordinators to step up their implementation efforts. He also encouraged the participants to make substantial contributions to the discussions.

During the closing ceremony, he issued a number of operational recommendations, including:

  • optimizing the costs and risks associated with debt portfolio instruments,
  • closely monitoring debt ratios and contingent liabilities,
  • improving institutional coordination in the development of debt strategies, and
  • conducting an in-depth analysis of debt sustainability, taking into account fluctuations in exchange rates and interest rates, as well as changes in fiscal policy.


The participants praised the quality of the presentations and the relevance of the discussions. They expressed their satisfaction with the seminar, which helped them strengthen their skills in the area of integrated and responsible public debt management.
