It was written by Kouamé Désiré Kanga, a former COFEB researcher, on the subject of "Low-interest-rate monetary policy".
This TSN focuses on unconventional monetary policy measures, which many central banks have used to counter the harmful consequences of crises around the world, particularly the subprime crisis that started in the United States in 2007 and, more recently, the COVID-19 crisis.
NET N°4 - Monetary policy and financial cycle in WAEMU : learning against the wind or cleaning afterward ?
This thematic study note reviews a debate that re-emerged in the wake of the 2008 financial crisis between, on one side, the proponents of a more active role for monetary policy, going beyond its fundamental objective of price stability to address financial stability, and, on the other side, those in favor of orthodoxy. Thus, the debate opposes two strategic visions: "Leaning against the wind" and "Cleaning up afterwards".

The fifth annual issue in the "COFEB Abstracts" series has been published on the COFEB website. It is based on a Study and Research Paper (SRP) written by Vigninou Gammadigbe on the subject of the "Impact of COVID-19 on the activities and soundness of WAMU banks", in December 2021.
This Abstract summarizes the contents of the study, which aimed to assess the resilience of the WAEMU banking sector and its ability to withstand exogenous shocks in the context of the health crisis.

This study and research paper is intended as a contribution to the literature on the relationship between bank liquidity and bank loan growth based on the experience of the WAEMU countries. Dr. Tadenyo's study also contributes to a better understanding of the factors affecting bank lending behavior in the community, particularly through liquidity injections by the Central Bank.
The paper was based on an estimated model of bank loan growth using quarterly data from an unbalanced panel of 94 banks over the 2010-2019 period.
